However, Hyderabad is one city that is offering independent villas within Rs 40 lakh budget. Magicbricks.com data show that villas within this range are available in localities such as Ghatkesar, Uppal, Rajamundary and Manneguda. Suchirindia Infratech P Limited, SKS Projects Pvt Ltd, SLNS Constructions and Abhigyan Constructions are few developers offering such properties within this range. The independent villas are available within the unit size of 1,250 – 1,970 sq ft at Rs 2,200-3,000 per sq ft.</p>
<p>According to Sapna Nanada, Manager, Ahigyan Constructions, “We know the construction cost is high across the country. However, the value of land is low in Hyderabad compared to the other big cities. In addition the cost of living in the city is less, thus a middle and upper middle class section of buyers prefer to buy an independent house than a multi storey apartment”. He added, “These are gated communities with facilities such as security, power back up, lounges, gym, swimming pool, children play area and tot-lot and shopping area etc. The IT professionals are paid well and they want to live in an independent house that offers them privacy with all amenities of gated community”.</p>
<p>Apart from the locals, there is a huge demand for villas from the NRIs. According to Sudam S, proprietor of Earthwide Properties, “There has been a 40 per cent increase in inquiries from NRIs. The demand is mostly from Australia, London, France, and United States. 90 per cent of the inquiries come from the US. Most of these investors are IT professionals who have lived in the city and moved abroad for job opportunities”. Looking at the rate of appreciation, Hyderabad may be lacking behind compared to Mumbai and Delhi but the city certainly seems to be a good bet for those seeking a large space within the reasonable price range.</p>

The supply of residential properties in this budget is concentrated in certain areas of the city, especially the East, West, and South zones. Uppal, Malkajgiri, Attapur, Nagole and AS Rao Nagar in East, Chanda Nagar, Kothur, Kukatpally, and Gachibowli in West and Lingampally, Vanasthalipuram, LB Nagar and Mehedipatnam in South have recorded a maximum demand for properties in this range in the Jan-Mar 2013 quarter. In addition to these localities, the supply remained considerably high in other localities such as Nagaram in the East, Nizampet in the West and Shankarapally and Shamshabad in the South. Lingampally, situated at a distance of 5 km from Gachibowli and 8-10 km from Hi-Tech City, offers residential options in the price range of Rs 2,200-3,000 per sq ft. Similarly, Rajendranagar and Shamshabad are developing areas of South Hyderabad. In West, Nizampet is a locality, which has grown fast due to the expansion of the IT hub in Gachibowli. While Nizampet offers residential properties ranging between Rs 2,000-2,500 per sq ft, one needs to shell out Rs 1,000 per sq ft extra to buy in Gachibowli. According to Mohammed Mustafa, Ganesha Builders &amp; Development Co, a city based realtor, “Nizampet and Gachibowli receive preference for residential properties from the software and BPO professionals. Good prospects for investment due to the upcoming developments such as the under construction metro, international schools and retail expansions are the plus points of these localities”. According to S Ram Reddy, CMD, SMR Builders, “For those looking for housing in the budget range of up to Rs 40 lakh, Rajendranagar and Shamshabad in South Hyderabad are an ideal choice.” Thus, in a budget of Rs 40 lakh you have ample choice of real estate properties for investment and end use in the city of Hyderabad.</p>

				<content:encoded><![CDATA[<p>The Madannapet police on registered a case against the Majlis-e-Ittehadul Muslimeen (MIM) corporator Mohammed Murtuza and a Marble businessman for encroaching into the Government property. The MIM corporator Mohammed Murtuza and a marble businessman removed a signboard declaring the 200 square yard plot as ‘government property’ near the Chanchalguda women prison. Saidabad tehsildar N Radika Ramani and other staff on visited the site to re-errect the board on the plot. The marble businessman Nadeem prevented them from doing so, while the MIM corporator threatened her over the phone. Tehsildar N Radika Ramani said that the 200 square yard land near the Chanchalguda jail was part of the notified land of Sarkari Jail. A board was also erected declaring it as a government land. Illegal hutments were removed a couple of days near the location. According to Saidabad tehsildar N Radika Ramani, “On Wednesday, the government-erected board was missing and a new board ‘Tavakal Marbles and Granites’ was seen there. Marble and granite slabs were dumped at the plot. When I found out about it, I went to the location but Nadeem refused to vacate it and said that the land was given to him by MIM corporator Murtuza”. When Nadeem made the tehsildar talk to Murtuza over the phone, the corporator allegedly told her not to meddle in the issue by stating that the land belongs to the GHMC and was alienated.</p>
<p>“With great difficulty, our officials re-erected the board declaring it a government property, but the marble and granite slabs continues to be stacked there. I lodged a police complaint stating that Nadeem trespassed on government land at the behest of Murtuza,” the tehsildar added. Meanwhile, the Madannapet police on registered a case under sections 447 (Criminal trespass) and 188 (Disobedience to order duly promulgated by public servant) of the Indian Penal Code (IPC) against Murtuza and Nadeem for trespassing into a government property.</p>

				<content:encoded><![CDATA[<p>A latest report by the Pollution Control Board (PCB) on Sewage Treatment Plants (STP) installed near 14 lakes of the city revealed that water in lakes still contain pollutants much higher than the permissible limits even after treatment. Readings of the treated water of STP at Khairatabad and at the Hussainsagar Lake, between June 2012 and February 2013, show the presence of high levels of BOD (Biological Oxygen Demand) and COD (Chemical Oxygen Demand) in the treated water. The permissible levels of BOD are not more than 30 ms/l and that of COD is 250 ms/l. However, BOD levels were found to be as high as 116 ms/l and those of COD were found to be touching 284 ms/l in some of the monthly readings, which means the water still cannot support aquatic life.</p>
<p>Another analysis conducted at the Amberpet STP in February this year showed that the pH value of the treated water was 9.4, whereas the permissible range is between 5.5 and 9, which means the water is alkaline in nature. According to K Babu Rao, an environmentalist and scientist, the high levels of COD and BOD in Hussainsagar prove that it is highly contaminated and not fit for anything. This water is not only poisonous to aquatic animals but also a great threat to domestic animals like cattle and dogs, which may quench their thirst with the lake water. The high alkaline levels at Amberpet STP will also be a grave threat to the people of the surrounding areas as the Musi lake water may percolate into ground water and the usage of this highly alkaline water for domestic purpose may result in a various health conditions including skin infections to respiratory disorders. The existing capacities of the STPs range from 4 mld to 339 mld. Power disruptions are also adding to the problem with the STPs not functioning for at least three hours everyday.</p>

Miyapur recorded about 10 per cent increase in price of some apartments; whereas; Sainikpuri witnessed 8 per cent growth in the last couple of months. Developers points out several reasons for this trend. Some of them include launch and completion of several projects in addition to rise in the price of raw materials like cement and iron and steel. The price of cement has witnessed an increase of over Rs.40 per bag, while even sand has recorded a 5 per cent increase in price per load. There are several views for increase in price in these areas. According to Sreedhar Reddy, M D, Lanar Realtors, “Places like Miyapura have witnessed rise in price as several projects have neared completion, also the area has witnessed a quantum increase in new projects. In Sainikpuri, in addition to completion of projects, developers have had to raise the prices of ongoing ones as the prices of raw materials have gone up remarkable. All these factors have translated into spurt in price of apartments”. According to another developer, Ibrahim Sattha, Proprietor, ValueProp Developers, “Although places like Miyapur have witnessed the launch of several new projects, the price of apartments in these localities has risen by about 20 per cent, primarily because it is no longer viable for the developer to absorb the increase in cost of construction. Builders, even if it is a significant one generally absorb a temporary rise in price, but when the price stabilizes at this level for a longer period, it hits the bottom line of the projects, resulting in an increase in cost of apartments. It is this rise that is being witnessed now.” According to Ramesh Babu, Head of operations (Hyderabad), Metro Space, Sainikpuri is growing primarily because of two factors. “Several high government officials have settled there and with several IT companies setting-up shop nearby the area is fast developing into the nearest hub”.</p>

Since home buying has started picking up in the city after a prolonged period, builders feel that impetus in form of more relief could have helped. But the provision of an additional deduction of interest of up to Rs.1 lakh for home loans has been welcomed by many. This is offered for first time home loans up to Rs.25 lakh. For the real estate in Hyderabad, even such smaller incentives could add up. Some in the construction industry feel that with property prices being lowest here in the city, this small incremental advantage could come to help them. Bankers on their part feel that the exemption could encourage people to apply for housing loans.</p>
<p>However, there are voices that sound disappointed with the budget. According to S. Pochender, CEO of Lanco Hills, “It could have been much better. I wished for some real incentives for the real estate, but can understand the constraints that the Finance Minister had on his side of the table”.</p>
